Removed DEBUG_NEUTRAL compile switch from the code - probably left over from some previous experiments.

Modified behavior of the P pantograph command so that it raises the pan on all locomotives in the train.  The old behavior was to only raise the pan on the Player's locomotive.   The problem with this is for consists where the player's locomotive is an unpowered cab unit, this would result in the train having no power.  I assume for trains with a powered cab unit, it resulted in the other locomotives not delivering power due to their pans being down.

Added the Addons folder.   This folder will be included in the OpenRails distribution package.  It provides miscellaneous files to help content creators build and adapt their routes for OpenRails.
