Resuming from Saves made by previous revisions of OR can now be attempted. Failure to resume is trapped and marks that Save and older ones as invalid.

Refactored TDBFile.cs and RDBFile.cs to become independent of RunActivity and hence moved it to MSTS.Formats. Added all XML comments and removed as much FxCop warnings as possible.
