Implemented scriptable brake controller

Emergency braking has become a state

The pressure unit in the debug HUD is now in bar if the speed posts are in kph (except for the vacuum brake system).

Remarks :

• TCS API has changed.
• If you push the Backspace key, you now have to push it once more to release the emergency braking.
• The brake controller lever no longer moves automatically to the emergency position.
