Remove support for MSTSBin Light Condition Unit 4 and 5, as behaviour was probably wrong and OR should never match them.

Change condition-checking code to deal with unknown values as forcing the light off.

Modify levelcrossing to take into account the setup parameters in WFile (LevelCrItem). Read RDB files and build travellers along road tracks. Add car spawning and moving code (RoadCars.cs) and add interactions with gates.

Fix crash laying out popup windows (especially F9).

Rewrite a lot of the camera code involved with flipped cars. Head out and brakeman cameras should work better now with flipped cars.
