Moved TRPFile construction code from Simulator to Viewer3D.Initialize so that SceneryMaterials dictionary would exist at time of TRPFile instantiation.  Packaged TRPFile construction code as TRPFile.CreateTrackProfile.

Correct the crossing gates so that some will be visible but silent. Adjust the sound volumes so that it can be faded based on distance. Remove gate sound if the gate is unloaded. Add a check of carspawn.dat.

Removed mip maps from the shadows, with the cascades I couldn't see any visual difference but other people might?

Changed the 9x9 point sampled blur filter to 5x5 bilinear. It isn't as smooth but does maintain a better definition of the outline of an object without looking too horrible, should be faster too. Can up this to 7x7 or 9x9 if needed while still having better performance.
