Fixed dark textures by regenerating mips on DXT1 ace files with only 1 mip level.

Fixed ability to textures with sizes not a power of 2 ie cab view images.

Fix texture helper to use snow textures in winter OR snow, instead of AND. Makes track ballast snowy in all seasons w/ snow and winter in all weather.
