Updated the road car simulation to take into account of faulty data, and the possibility that rail track may be higher than road track. If so, the car will bump up on the gate crossing.

Remove support for MSTSBin Light Condition Unit 4 and 5, as behaviour was probably wrong and OR should never match them.

Change condition-checking code to deal with unknown values as forcing the light off.
