Trying to make freight animate and cab view better on SE tracks (bug 1184184), however the current solution is to make both cab and freight animated body not rotate at all as a properly rotated cab needs much larger cab texture.

Backed out change for 1771, to allow throttle operate correctly winth RD. Added

test to check for TrainBrakeController so Hy-drive does not give an exception.
