Added "T" to refill loco's coal, water and diesel. For now, does so instantly and anywhere. Use Ctrl+T not "T" for multi-player text messages.

DataLogger now writes a Power-Speed curve to dump.csv if no other logging options chosen and steam loco present. Temporary code using #if DEBUG_DUMP_STEAM_POWER_CURVE.
