Added a check box that disables the TCS scripts.

Rationale (feedback from French players) :

1. Sometimes, people don't like the scripts and simply want to disable them.
2. In multi-player mode, the speed limits sent to the TCS by the server are sometimes wrong and provoke an emergency braking (for example, the speed limit suddenly decreases to a lower value for no reason).

TrackViewer: increase performance and seriously reduce memory consumption for terrain. Add statusbar information. Improve drawing of patchlines.
