Move pre-build command to update Revision.txt to post-build and make it only happen on debug builds.

Also add all the files and libraries needed to the build process so you can build from Source with an empty Program and have it work.

Silence warning CS1591 (no documentation comment on public item) for 'release'.

Un-silence warnings (CS1591 and CS1587, both documentation warnings) for 'debug', which hasn't built documentation for ages.
