Refactored TDBFile.cs and RDBFile.cs to become independent of RunActivity and hence moved it to MSTS.Formats. Added all XML comments and removed as much FxCop warnings as possible.

Remove all the weird hacks from forests. They should now behave much more like MSTS except for the exact placement of each tree and the density limit.
