Important modification of the Train Control System :

• The VigilanceMonitor and the OverspeedMonitor are rewritten for better code maintainability and extensibility
• In the Monitor class, the variables are reordered in order to match the usual order of variables in the ENG file.
• In the TrainControlSystem.Initialize function, the lines are reordered in order to match the order of the scripting API.
