Revert some changes from X2757 and fix the problem correctly: exclude the updater from the Tools menu. Additionally, tidy up the localisation code and other bits of the update code.

Calling the updater from the tools button, in localized installations, the program stops because there was some dll used in the subdirs

Introduction of complex consist definition (incl. proper processing in menu).

General:

Improve track release logic (particular in pre-run phase) by using actual distancetravelled per section instead of distancetravelled for last section.

Include tunnel position processing for each wagon.

Both coal level and water level can now be set via activity editor in the steam locomotive's tender.

Improvements to logic for AI train when following other train, situation was not always processed correctly.

Also improvements to logic to test for train ahead, function sometimes returned incorrect values if both trains are in same section.
