Add ShapeFlags for shadow casting and auto z-bias.

Set auto z-bias on track only.

Update shader z-bias to only apply when set.

Reverting to Vertex/Pixel Shader 2.0 as the base requirements.

Shadow mapping is visually better when Pixel Shader 3+ support is available.

StringBuilder.ToString() is zero-copy, so use that and native IndexOf instead of manually coding it.

Fix SceneryShader from using anisotropic filtering on MagFilter (unsupported).

Make z-bias more likely to survive odd input.

Added control over which objects cast shadows.  Currently only objects with shadows enabled in RE, and train objects cast shadows.
