Count routes with no TRK files as 'hidden' or 'stored' and don't report load errors.

Low-resolution terrain updates: near-plane is now viewing distance - 500m, clamped to 500m-1500m, and the terrain is now drawn on both sides.

Also fixed the performance tuner from tuning when the window is inactive.

Further fix of bug 1184184 (cab rotation with freight anim): now the FA rotates with the cab. Also Alt-R is changed to control the split of cab rotation and land tilting.
