Corrects problem which caused crash when using location based passing paths.

Corrects error in AITrain - UpdateFollowState which caused wrong end index to be used when searching for train ahead.

Corrects error in Train - GetActions where sometimes not all required actions were properly returned.

The new shape validations are too strict (e.g. bug #1412096) so I am putting them to all be warnings for now.

Add two additional checks for shapes that are needed, improve shape warning messages to include expected/got information and remove duplicated shape filename.
