Remove WaitForInputIdle() on elevated updater, as it is unreliable.

Move relaunch check inside utility function to reduce any chance of mistakes.

Corrects problem which caused crash when using location based passing paths.

Corrects error in AITrain - UpdateFollowState which caused wrong end index to be used when searching for train ahead.

Also alerter reset is defaulted to PRESSED style when clicked with mouse, like MSTS.
