Update clock only one per second to save computer resources.

Speedometer set to 1 decimal place.

Added optional route override for viewing distance.

Include in .TRK file after Tr_RouteFile section:

_OpenRails(

)

Behaviour is to use this override, or the global setting, whichever is less.

Purpose is to allow route designer to prevent visibility into unmodelled areas of the route.
