Implements brake pipe angle cocks and bailOff valves. A more prototypical substitution of MSTS auto-release-brakes behavior when connecting.

Introduces signal aspect flag "or_NoSpeedReduction" to suppress speed reduction of trains approaching STOP_AND_PROCEED or RESTRICTING aspects.

Corrects problem in viewer\Signals.cs with animated signal parts which consist of multiple matrices.

Corrects problem introduced with rev. 2646 which sometimes causes trains that had stopped for a signal to toggle between STOP and BRAKING states.

Corrects problem that sometimes caused sections to remain occupied after train reversal actions.

Corrects problem in building of TrackCircuitSections that caused incorrect CrossReference values if a TCS was generated with zero length.
