Temporary fix for https://bugs.launchpad.net/or/+bug/1448772, freezes due to infinite loop. Still needs implementation based on trackcircuits in future.

Add new localisation qps-ploc (Pseudo-locale Base) which you can find out more about at https://msdn.microsoft.com/en-us/library/windows/desktop/dd374118

Tweak menu to ignore localisations which aren't supported by the current OS.

Update locale base files.
