Based on the locomotive reported in this post below, the axle offset which is part of a bogie was found to be 0.  The only thing that can be done is to test for and handle the axle with the 0 offset. http://www.elvastower.com/forums/index.php?/topic/27772-articulated-locomotive-behaves-strangely-in-or/page__pid__193333__st__30#entry193333
