Revert "The crossing fix I performed in X3774 basically broke the static consist process and I missed this.  As of now, all has been fixed and tested." because it fails to compile

In the Drop off wagon at location event, the completion status has been marked as completed once the car and player train enters the siding location.  This not correct.  Per MSTS, the completion status is now marked completed after the selected cars have been disconnected from the player train.
