Create UserSettings class for loading and storing all the user's settings.

Use UserSettings across Simulator and Viewer3D code.

Update startup code to include more information and a cleaner layout.

STFReader.Parse...() functions.

George- I have also added a couple of new warnings in the CV parsing.

I don't know how you want to handle those errors, so I've just added logging messages.

Re-did a bunch of graphics (windows, scrollbars, switch states, signal aspects) using SVG originals for smoother edges and easier changing in the future.

Added DataLoggerEx.cs to RunActivity/Common.  The DataLoggerEX class allows a user to have multiple loggers with different file names.

Trace additional path/file information as "information" instead of "error".

Fix TraceListener to correctly capture events without messages and with non-formatted messages.

Fix bad logging in SharedTextureManager.Get().
