Outstanding glow light issue finally resolved. The camera projection used was not the standard "Viewer.Camera.XnaProjection" which uses ViewingDistance. The rendering process was using XNASkyProjection which was limited to 6100. Light cone was also using XNASkyProjection so I switched it to "Viewer.Camera.XnaProjection".
