Remove documentation XML and add exclusion for them. If people want code documentation we can generate it and provide it elsewhere, it does not belong as part of the standard collection of program files.

Updated the road car simulation to take into account of faulty data, and the possibility that rail track may be higher than road track. If so, the car will bump up on the gate crossing.
